Stanley and Oliver are bumbling bit performers in a small struggling circus, and the accidents they cause help drive the circus into ruin. Because the owner can’t pay wages owed, he decides to randomly divide the circus property up among the employees as payment. Stanley gets the flea circus, while Oliver gets an oversized, intelligent, tutu wearing “chimpanzee” named Ethel.


With no money and no job, they decide to check into a boarding house and sell Ethel the next day for rent money. Their attempts to sneak Ethel into their room are greatly hindered by a circus lion on the loose, and once in their room, they have problems caused by Ethel, the flea circus, and by the fact that the landlord’s cheating wife is also named Ethel.

To evade the Welfare Association, they try to skip town, raising money for their escape by hocking their lunch wagon. But they accidentally knock the bank president unconscious and wind up being hunted down for bank robbery.

Novice policemen Stanley and Oliver, eating lunch in their patrol car, nearly have their spare tire stolen by a thief and his sassy partner. They then miss the broadcast address of a burglary in progress, and Stanley borrows the phone in a jewelry store to call the station, mistaking the safecracker inside for the shop’s owner. The boys eventually manage to catch the apparent burglar and bring him back to the station, only to find it’s really the police chief, who’d been locked out of his house. The chief exacts a rather dire revenge upon the two rookie cops.

At Stanlio’s urging, Ollio foists himself off as the dread singing bandit Fra Diavolo and unknowingly attempts to rob the notorious brigand himself. Taking them on as his retainers, Diavolo travels to the Tavern de Cucu in his guise as the foppish Marquis de San Marco to rob the rich, aged Lord Rocburg and woo beauteous Lady Pamela. Stanlio drives Ollio and the innkeeper to distraction by playing “earsie kneesie nosie” and “finger wiggle,” and gets drunk helping Ollio fill tankards of wine, sending him into an uncontrollable laughing fit. The boys plot to capture Diavolo but wind up with him in front of a firing squad.

Visiting Oliver in the hospital where he’s recovering from a broken leg, Stanley wreaks havoc on both his friend (getting Oliver strung up from the ceiling by his cast-encased leg) as well as the doctor, who winds up dangling out the window. After they’re ordered out, Stanley tries to drive Oliver home, unaware that he’s just accidentally injected himself with a powerful sedative.

Stan & Ollie have set up their own electrical repair store. Unfortunately, for them, the grocery store opposite is run by the man & wife they encountered with in Them Thar Hills (1935). Stan & Ollie go and visit, to offer the hand of friendship, but the grocer soon becomes convinved that Ollie is trying to seduce his wife. The grocer takes his revenge first upon Stan & Ollie and then upon the goods in their shop, with the duo carrying out similar attacks on the grocer and his property.

Stan and Ollie stowaway to Scotland expecting to inherit the MacLaurel estate. However Stan’s inheritance amounts to a set of bagpipes and a snuff box. The boys are tricked into enlisting in the army and are posted to India where the heiress to the MacLaurel estate has moved to be near her guardian. Her Scottish sweetheart Allan also enlists. The boys are “volunteered” by the Sergeant (Finlayson) to impersonate officers at the palace of Mir Jutra and foil a plot to murder the officers by overturning several beehives.
